Allow users to select dark or light themes

From the user survey, one respondent would like to select the preferable color theme. We can consider adding an option in the more menu.

Improve playground's layout on mobile

Current new playground doesn't seem to support mobile device. This layout is not very usable.  Related [issue](https://github.com/dart-lang/dart-pad/issues/1374): embed on mobile cc: @chalin @johnpryan
