There is currently no way to run PCE without a preexisting system INI, and there is also no documentation on these system INIs.

I'd really like to be able to have discussions about this emulator in a more regular manner, but there is no IRC channel, Discord server, or anything for this emulator!

ares v120's Mega Drive emulation is vastly superior to higan's at the moment AFAIK. If Near's okay with it, maybe we could start porting some of those changes over to...
