This sounds as if Phi2-clock and that what the SKpico expects differ (DAC scratchy, PWM fine). I assume PAL/NTSC is set correctly in the config tool? Can you measure Phi2...
Are you sure you used the SKpico1*-firmware?

If the DAC board works with 0.14 there's no reason why it shouldn't with 0.20. I can't see any highlighted firmwares?
