animationFrameScheduler stops working unexpectedly

I think this bug has the same root cause as https://github.com/ReactiveX/rxjs/issues/7017 . As I mentionned there, the bug seem to have been caused by [this code change](https://github.com/reactivex/rxjs/commit/e35f589e2ca10ab2d2d69f7e9fe60727edc4c53d)
