You may use the tagfilter in the routing to build routing rules based on tagged pdus, while you tag them into your interceptor scripts.
Confirmed behaviour, Jasmin is counting the whole multipart message instead of each part, the rate limiting must be aware of multiparts and make the control based on it.

What's your OS version ? python version ?
py3 were not supported prior to v0.10 of jasmin, please check again now.
Is this issue up to date ? What jasmin release was it ?
how much traffic is going through jasmin ? what interfaces are used (smpp/http) ? and are you running interceptors ? sms loggers ? do you have ram/cpu monitoring sheets ?
