Having the exact same issue. It sometimes works, and sometimes it doesn't, although mostly it doesn't.
Update: I fully formatted my computer, with nothing kept, and it still happens.
Update: I had a chance to use a second internet connection from a different ISP, connected it once, it worked, and now back on the original internet connection it works...
