OTE Docker container

I added [PR-1115](https://github.com/openvinotoolkit/training_extensions/pull/1115) for Docker image that uses Intel optimized PyTorch. It is under `docker/cpu` directory. Please take a look if we can sync the structure and arguments.

mllama-3.2 Throws Gibberish Result

Re-tested using OpenVINO 2025.3, 2025.4rc2, and the nightly 2026.0.0-20515, all are still throwing gibberish output on ARL-S iGPU and B580 dGPU. Recommend to use other VLM models for time being.
