Github action example fails to run

This issue was also a problem for me. I'm planning to use the workaround noted [here](https://github.com/offbi/pre-commit-dbt/issues/57).

Add notification when newer dbt versions are available

@jaypeedevlin I see the benefit of both! I'm not sure if they should be the same PR or not, but I'm down to add both. Could definitely use some guidance....
