Make blacklist check less time sensitive / allow serial !fill messages

It seems that the current Maker blacklist implementation works like this: 1. ... 1. T: `!fill ... ` 1. Maker checks if `` is on blacklist 1. M: `!pubkey ...`...

Sending the !fill messages in serial might have a big benefit for Takers. Instead of selecting all orders at the start and keeping with them they could select new orders...
