@cijothomas currently if I send a Counter metric, it will keep sending the same value over and over again. Is there any way to make it send the metric one-time...

mulitple `MeterProvider` in the same process creates misleading messages in self-diagnostics.

We have the same issue when we use [Orleans Dashboard Nuget](https://github.com/OrleansContrib/OrleansDashboard). It creates its own `MeterProvider`, while the service has its own `MeterProvider` as well. We are running on .NET7...
