Same issue, GitHub desktop 2.6.5 on Windows server 2019. Hasn't worked in Chrome, Firefox, Brave, or Edge.

I am running it in a VM, have tried changing the default browser many times, am not behind any kind of firewall/proxy, and not using any antivirus
