Confirmed with BG 3.1 on Linux Mint 19.3 Tricia as well. In the source view, WYSIWYG view, menus and toolbars, Preferences panels, etc., etc., etc.

For me it is broken on Firefox 52 on Linux Mint 18.1. Looks just like the problem screenshot above at any window size or browser zoom level. Chromium 56 on...
Interestingly enough, the issue is not apparent on FF 52 on Windows, only on my Linux laptop.
+1 on all of the above, including falling back to 2018-7.2 works.
