These are only needed because Qubes disabled PCI hotplugging in kernel config. If the user compiled a kernel with it enabled, the kernel does PM better.

monitoring.h not installed

Trying to build nfs-ganesha with a system ntirpc library. Build fails because it can't find monitoring.h. I'm building ntirpc with -DUSE_MONITORING=ON but the monitoring.h is not installed.
