I found the general area of the issue- it appears the "removing duplicate apps from system" was too aggressive, I commeneted out that section, but needed to leave the removal...
I created a new external volume and copied /home/pok/.steam/steam to that volume, then mounted that volume to /home/pok/.steam/steam, and the process starts much faster.
