Removed all code except the Chaplot baseline.
That package is no longer needed and I need to remove the dependence on that package from all files. Unfortunately, the development and release of production code is currently stalled....
Removed several files. The baseline package still needs to be deprecated.
Added the first page in the wiki. Need to add more details specifically instructions on how to run experiments.

Just a quick update: I am working on it. Was delayed for the past month due to job interviews and other urgent work. Should have complete docs by this Monday!
