net/zerotier: Configure ZeroTier network options

This pull requests adds in the four configurable options for Zerotier networks: allowManaged, allowGlobal, allowDefault, allowDNS. Zerotier defaults are used for these options. Referenced in: https://github.com/opnsense/plugins/issues/4011

Fix for Linux netlink route source parameter

Linux netlink addRoute and deleteRoute code does not properly set the NETLINK message length if source address is specified. This resolves #1380
