Add ability to annotate graphs, save the annotation with the data

Initially would comprise the ability to manually annotate graphs and have the annotations saved so that when the metric is graphed again later the annotation will appear.

When building a graph you should be able to add a threshold, or a low and a high threshold, which will display on the graph as an indicator of max/min...

Must have an admin interface to manage users, saved searches, global config, etc.
