rename skull and crossbones to logo

so that we can replace the logo without having to update the views

create `delboy1978uk/bone-encore` and use `symfony/encore` to create our javascript and css files, deprecating `delboy1978uk/booty` and stopping github detecting this project as a javascript one!

build and check logs, some error happens (then disappears) so i guess the cert doesnt get installed
