Fix: add batch limit for stackdriver exporter

Would be quite nice if this got some attention again. Kinda makes it barely usable with stackdriver.

I might be running into the same issue after attempting to migrate my account to a private PDS. I deleted my account on the new PDS to first migrate back/restore...
