feat: add helm chart for azure-resourcemanager-exporter

Related to #1 This PR adds an helm chart to deploy azure-resourcemanager-exporter. The integration with github action is not done yet

As of today the chart does not handle automatic snapshot creation. It could be nice to have a cronjob deployed with the helm that create, through the qdrant api, daily...
