Huh you're right, it looks like the public signal server I was using is no longer connecting. I'll see if I can update it.
It looks like you downloaded ASP.Net Core, rather than .Net Core. Try downloading/installing this instead: https://dotnet.microsoft.com/download/dotnet-core/3.1 I'll add this link to the release description and also release self-contained versions.
That's odd... I would guess it's some issue with .Net Core identifying the correct dependencies. Have you tried installing the 32 bit version instead? In any case, I just uploaded...
