We have the same issue, and found that the only used opfcont.txt / opfmatch.txt is the one found in c:\Windows\SYSVOL\domain\OPF
The currect version supports Windows Server 2016, but you have convert from UTF-8 to UTF-8 "BOF" first to get rid of the syntax errors. (I've done this with Notepad++)
