I disagree in the names being unclear. I feel the sheers, flint n steel, click, compass and bucket fit into their own category independent of the main tiered tools.

I agree. Being able to host Plan on a dedicated web server would be nice.
Why not just use Slime and the Advanced Slime World Manager plugin? Any TNT port to Spigot would have the same restrictions.
