filter options box should expand to fill available area when scatterplots are enabled

best I can tell:

1. only categorical columns are filtered with checkbox lists
2. only numeric columns get scatterplots

since these two groups of columns seem to be mutually exclusive, it would make sense to expand the filter options box height to fill the available space when scatterplots are also shown.
