Scaffold for visual regression tests

This will require making a decision about a default visual regression tool

Much of these docs will need to be filled in by the developers, but we can get them started.

Part of #37, focusing on React.

Unit tests for static/non-framework JS sites. Part of #37

e.g. eslint, rubocop, flake8 This will require a lot of buy in from those language groups. This should also include security analysis tools.

E.g. Code Climate, Quantified Code, etc.

E.g. integrating with code climate, coveralls, etc.

These would be language-dependent and require significant input from our language communities.

Travis is a must, CircleCI is desirable (though its fate is uncertain). This'll depend on language selection.
