Bridge connection state doesn't update locally when `notifications_local_only` is set to true

The above patch is not correct, the 'state = 0' is still published remotely after bridge disconnected.

Rate limit sending queued up messages from bridge?

I join in with this issue. We need to limit the rate at which mosquitto bridge dumps locally retained topics to an external broker.
