Have the same Problem here. Even a restart of the container doesn't help.
We are not using heroku but had the same issue. The advice from @vinodhkps helped. We already used "--headless" but after adding the other arguments it didn't fail anymore.

At least it works with it. But you are right. If I remove the `openid` scope the dialog doesn't contain information about the email address etc. So sounds like `openid`...

Okay, I should have probably write OpenID Connect in the description. But for me it' still a bug even though I can "just" use OAuth.
I can confirm this problem with a 3006.9 salt-master and a 3006.12 salt-minion. We try to update soon. Right now we pinned to 3006.11 for salt minions.
