cooldown reset doesn't work

one hand sword 'sacrificial sword' has cooldown reset passive 'if damaging with elemental skill, 20~% to reset cd, once per 30s'  but when it reseted, bar still not filled...

need help for translation and add preset for ultrawide resolution

i started translate this software to korean, MainWindow.resx has tooltips script, so i translate them now and additionally how to add preset on software? can i add 2560x1080 and 3440x1440...
