Unable to download the business summary report for the business in Historical state.

Find the error throws from [here](https://github.com/bcgov/lear/blob/main/legal-api/src/legal_api/reports/business_document.py#L547). It may be caused by really bad data in db. 🤔

[FYI] Retrieve PDF doc endpoint for gazette furnishing entry returning a stage 1 letter pdf
