**What I'd like:** To be able to add docker daemon settings through userdata. e.g. ``` "default-address-pools" : [ { "base" : "10.10.0.0/16", "size" : 24 } ```

Create a team with only system permissions user role

Current Team User Roles and Scoped User Roles, only supported roles with space permissions. We would like to use user roles only with system permissions.
