I try to make it compatible with arm64. Looks like downloading cudnn installer needs login to NVIDIA. I have no idea how to handle this situation.
I created a [repository](https://github.com/cesaryuan/scoop-cesar) that contains the cudnn manifest. I don't think it's suitable to add to main bucket.
