Add missing extra_systemd_parameters values to docker-run.erb

The extra_systemd_parameters values in docker::run had no implementation. Add implementation to docker-run.erb template file.

When output_report is enabled and two directories are being compared, there was no invocation of the output_report.

The opengear files (oglogin/ograncid) are in the repo already, this PR just adds the necessary files to use install them.
