Regression: Windows docker instructions leave out required registry settings for UWP

If it helps this was observed using Visual Studio 2019 and UnityCi windows-2020.3.30f1-universal-windows-platform-1.0.1

Builder only grabbing one itemstack at a time from batch

Can confirm that this adds significant amount of time to how long it takes for a builder to build. Edit: Just for completeness sake, I'm using the dark oak alternative
