Support Cockroach DB multi-region deployments in terraform and tanka configs

As per the [CRDB docs](https://www.cockroachlabs.com/docs/stable/cockroach-start#locality) specifying a region in the locality flag is a prerequisite for creating a multi-region deployment. This is a step towards addressing #482
