Same issue in Chrome OS when trying to highlight with the touch screen or pen. Highlighting with the mouse cursor works as expected.
Safari v12.1.2 (14607.3.9) on macOS 10.14.6. The Fig.app lists support for macOS 10.13+, so if 10.14 really isn't supported, the app should be updated to reflect that.

Does your request go beyond what's already covered in [Color Palette](https://elementary.io/fi/docs/human-interface-guidelines#color)? I see from `git blame` that most of those colors were added to the HIG in Feb 2018.
