I'm also getting too many packages marked as `Microsoft.SQLServerManagementStudio`, resulting in an enormous, superfluous download every time I run `winget upgrade --all`. ```text Name Id Version Available Source ----------------------------------------------------------------------------------------------------------------- Microsoft...

I'd personally prefer Setext because I think it's visually clearer, but changing the rationale for atx from an argument of clarity to one of consistency and simplicity would be reasonable....

A format setting would be nice. I'd like ISO8601, but I'd also like a more narrative style like **Mon Jun 3 16:48** to fit the readability of the list.

@237dmitry Since it's locale-dependent, it could be due to your OS settings. ![differing date output based on locale](https://github.com/PowerShell/PowerShell/assets/8332839/f447bacc-1823-4a05-ad08-ee027dfced37)

@iSazonov thanks, updated. The standard calendar doesn't allow for a zero week, so I had to do one extra check.

@iSazonov I agree with the comment, but I think starting with the .NET calendar option still makes sense to avoid reinventing the wheel for this one and maybe for `%U`...

Let me know if there's anything I need to change.

The tests on MacOS seem fragile: https://dev.azure.com/powershell/PowerShell/_build/results?buildId=144217&view=ms.vss-test-web.build-test-results-tab&runId=2168512&resultId=100043&paneView=debug
