I'd personally prefer Setext because I think it's visually clearer, but changing the rationale for atx from an argument of clarity to one of consistency and simplicity would be reasonable....
A format setting would be nice. I'd like ISO8601, but I'd also like a more narrative style like **Mon Jun 3 16:48** to fit the readability of the list.
@237dmitry Since it's locale-dependent, it could be due to your OS settings. 
@iSazonov thanks, updated. The standard calendar doesn't allow for a zero week, so I had to do one extra check.
@iSazonov I agree with the comment, but I think starting with the .NET calendar option still makes sense to avoid reinventing the wheel for this one and maybe for `%U`...
