I've merged dpogue's openal branch - is there more dsound stuff left at this point, or can we close this?

This is blocked on #1022 and #1023 because we can't properly calculate `MaxRateCount` until the work to fix benchmarks there decouples it from `MaxActiveLoansPerPool`
This is still open because we haven't recomputed `MaxRateCount` and `MaxActiveLoansPerPool` based on the benchmarks rather than the current "safe" values. The benchmarking of the interest-accrual pallet itself is fine

I think because the LoanType has logic around validity (admittedly pretty minimal right now, but that could change with future loan types) we're better off manually setting up our error...
