Same error, here is a patch just put it into /etc/portage/patches/dev-dotnet/msbuild-roslyn-csc directory and maybe remove the txt extension which I had to add to upload it. [99-CopyRefAssemblyFix.patch.txt](https://github.com/gentoo/dotnet/files/3261314/99-CopyRefAssemblyFix.patch.txt)
This is a problem with PHP7.4.13, they added EVP_CIPH_OCB_MODE support which is not in libressl but is in openssl>=1.1.0. See for a possible fix https://bugs.php.net/bug.php?id=79983
