As part of this Epic, the performance of the static onboarding should be verified and optimized to support bulk onboarding in reasonable timeframes.
This is how my legend looks like. I can't see what label I'm hovering because it is outside the screen and as soon as I scroll, the legend disappears. 
This should be up in your priority list.
@plavjanik , this issue seems to be obsolete. Service tiles in the Catalog support three states: UP, DOWN and WARNING and those are visually indicated: https://github.com/zowe/api-layer/blob/5db1b80bad9a6be6ebe381d91439cfcc3c9f40e6/api-catalog-ui/frontend/src/components/Tile/Tile.jsx#L45-L60
The value that BugLife may provide is about backlog management. The label usage is only one side of the benefits. The final goal is to be able to identify issues...
