Plugins can't publish to `$SYS` topics

It would be nice if plugins could publish to `$SYS` topics, for plugin-specfic stats.

This commit makes it so that the object files are rebuild when the major version returned by `pg_config --version` changes between `make` invocations.

A `.gitignore` would very much help me for this project, because I include it into a larger build structure in my own project as a Git submodule and having Git...
