Late response: I also noticed this. I'd say firstly (d), and then independently (c), but let people who want to run mailing lists on ITS add the link in DRAGON.
Isn't this related to #2097 since it deals with bulk email (mailing lists etc). Don't add the link by default, just if you want to deal with bulk email?
