I posted an issue over on [Sodium.Core](https://github.com/ektrah/libsodium-core/issues/82) and @ektrah suggested a PR over here. I'd like to be able to use it in a project hosted in an Alpine Docker...

Upgrade .NET actions and add support for .NET 10.0

Updated .NET setup and checkout actions to version 5 and 6, respectively, and added support for .NET 10.0 in the workflow.
