Patch vulnerable JS deps and update test runner env to use jsdom

This should update a number of vulnerable deps to patched versions. (Both per https://github.com/advisories/GHSA-968p-4wvh-cqc8 and npm audit) As a result, also needed to change the test runner to jsdom, apparently....
