New deployments not possible due as AWS ACLs are disabled by default

Attempting a brand new deployment fails because AWS requires buckets to have their ACLs enabled explicitly. This causes a failure of the `statics_deploy.aws_s3_bucket_acl.static_upload` and `statics_deploy.aws_s3_bucket_acl.static_deploy` resources.
