As discussed, add a recommendation (not requirement) for XML formatting to the specification.

If you only look at Readthedocs, you'd miss on how to help.

Would be good to have a hook so scripts could know if they are in `fontShell`, in RoboFont, the `opentype` fontTools shell thing that @simoncozens is working on, etc.
