Same here, with the build 67. It seems it occure when the server crash or bad closed (Without stop command). PocketMine 3.8.6
Just try to update it, seems it need new pocketmine too. After update of pocketmine, no more slapper in the world. I've reverted back to my previous version.
It might be due to other plugin ? If i reload the server, it works. I've read somewhere some change have been done to have plugin loaded in random Order....
Nope, i have not found time to do more test. People having the problem could post their plugin list ?
