Summary-level ROUGE-L

According to the [original ROUGE paper](http://www.aclweb.org/anthology/W04-1013), current ROUGE implementation (from google-research) only support sentence-level LCS. Thus, summary-level LCS needs to be implemented.

Extractive Preprocessing.ipynb is missing

Hi, I cannot find the `Extractive Preprocessing.ipynb`, which is mentioned at (b) step in `README.md`. I think the file is missing. Can you upload that notebook script? Thanks!

Change command name from `mkcenv` to `mkcondaenv`

`mkcenv` is not an intuitive name, it's better to rename it `mkcondaenv` (and also other related commands)
