Luarocks depends on compa53 or lua>=5.3 for .tar.gz archives

After a little sleuthing, it looks like this was broken during the teal-ing of this module in https://github.com/luarocks/luarocks/commit/bb80ad3ceaaaabc57d7a732a09d9052d0b26d72e . Re-patching with the original code appears to work.

fs.download failed with busybox
