Manually starting the docker.service on each node/master/infra machine + manually running ansible seems to do the trick.
Tried with OSP8

@cwpenhale adding missing params is OK. About the HEAT error, looks like the param master_count is not passed properly, you will need to pass it if it's missing.

We've forked and tuned openshift-on-openstack, and put LBaaS v2 into use. Not sure about the roadmap of this project, but perhaps pull-request could be arranged.
