Add support in the base/state.tf for dynamodb state locking, either with a question or by default.

Add settings to fargate-create.yml for toggling the inclusion of fargate.yml, hidden.env, deploy.sh and docker-compose.yml. Set the default true for backwards compatibility.

Occasionally when running `fargate service ps` the result is incorrectly `No Tasks Found`. This may also explain why the task list is missing from `fargate service info` occasionally. My hunch...

The documentation is a bit old and could be updated to reflect the newer go changes such as using modules rather than dep.
